FDI Policy Scrutiny: MSME Challenges, Minister Verma Calls for Study
The Indian government has implemented an investor-friendly policy to promote Foreign Direct Investment (FDI), allowing 100?I under the automatic route in most sectors, including Micro, Small, and Medium Enterprises (MSMEs), with exceptions in strategically important sectors. However, Minister of State in the MSME Ministry, Bhanu Pratap Singh Verma, stated in response to a parliamentary question that no specific study has been conducted on the advantages and disadvantages of foreign investment in the MSME sector in terms of competitiveness and viability.
Verma highlighted that FDI regulations are uniformly applicable regardless of the size of eligible investee entities. Official data indicates a 24% drop in FDI equity inflows to $20.48 billion in April-September 2023 compared to the corresponding period in the previous year. The gross FDI flows for the fiscal year 2023 declined by 16.3% to $71 billion.
A working paper by the Reserve Bank of India (RBI) found that FDI tends to have a greater impact on enhancing the profitability of larger companies compared to smaller ones. The paper suggested that older and smaller companies are likely to be less profitable, as larger companies are better positioned to attract FDI due to their focus on preserving/improving reputation, economies of scale, and cost-effective operations.
